This guy released some pretty nice Total War mods for previous Total Wars, and here are some of his mods again. Seem well balanced and useful thus far.
Ah, yes. They're quite extensive- I like the look of some of the tweaks more than others (the Imperium stuff I'm not fond of) but I've held off downloading until I play my way through a campaign. I also can't be bothered with uninstalling to play multi.

I've mainly been using his mods along with the 4 turn per year so my generals and admirals aren't dropping from old age every 12 or so turns. Similar to EoJ, I find the tweaks to the Imperium and the army and agent limits a bit too much for my liking but overall my Rome 2 experience has been massively enhanced by his work especially since battles last long enough for me to use proper tactics and worry about routing units reforming and coming back to turn the tide against me.

Also, for all that the Total War games are moddable, I'm not sure how much you can really do to change the AI. That may well be hard-coded and therefore untouchable.
